Effective child and family centered service planning is crucial to addressing vulnerable children's needs. However, there is limited evidence about what facets of these processes improve service use and outcomes. The current study used a Poisson random effects hazard model to test correlations between fidelity to NC's Child and Family Support Team model and time to service receipt, using case management data for 3396 children served by that program during the 2008–2009 school year. Students were more likely to receive recommended services more quickly when caregivers and the students attended planning meetings, when their plans included services for caregivers, and when child and family team leaders followed up after meetings to verify service receipt. Contrary to the Child and Family Support Team theory of change, match between student needs and the lead agency of the meeting was not associated with the odds of quicker service receipt, nor was attendance by natural supports. Findings from this study demonstrate the potential effectiveness of using case management systems to measure service planning process fidelity, as well as how results thereof can both inform process improvement and potential refinements to models’ theories of change. 相似文献

新一轮司法体制改革在强化职业化主审法官主导地位的同时,提出了完善人民陪审员制度、拓宽人民群众有序参与司法渠道的改革目标。比较日本、韩国的民众参与司法裁判的新制度,可知中、日、韩三国的制度改革虽然目标相近,但制度背景、制度内容及其取得的效果却有较大差异。如何平衡好司法专业性与民众参与之间的关系并确保专业性优先,是当前中国司法改革需要考虑的首要问题。参与审判并非普通民众参与司法活动的唯一形式,应当拓宽人民群众参与司法的形式和渠道,加强顶层设计,重视发挥人民陪审员提供专业知识和参与纠纷调解的作用。在今后的人民陪审制改革中要转换视角,弱化政治意义而强化司法功能,细化相应的程序实体规则,注意考虑司法审判相关主体与参与司法裁判民众之间的关系。 相似文献

How do the politics of agenda setting and policy adoption operate in the arena of healthcare reform in the industrializing world? Literature on the twenty‐first‐century developmental state emphasizes the role of democratic competition and civil society in causing political parties to take up new agendas, while power resources theory stresses the role of left‐wing political parties and labor unions in policy adoption. Yet, core tenets of these theories have not been considered extensively in light of dynamics in the industrializing world. This article examines the politics of policy adoption in countries that have recently aimed to provide healthcare access and financial protection to the poor and people in the informal sector in Mexico and Turkey. In line with literature on the twenty‐first‐century developmental state, we find democratic competition to play an important role in causing political parties to take up new agendas. However, examination of the cases illuminates surprising dynamics that challenge important elements of sociological theory: right‐leaning political parties played important roles in adoption, while labor unions and left‐wing parties oppose reform in the cases. Public health‐minded physicians leading change teams played important roles in agenda setting and leading the process of implementation. 相似文献

This paper aims to derive explicit analytical solutions for Average Run Length (ARL) of CUSUM chart for the SARFIMA(P,D,Q)S process with exponential white noise. Measurement of performance was done with the ARL in terms of percentage error and CPU time. The results obtained from the explicit formulas were compared focusing on the performance using the numerical integral equation (NIE) method. Both methods had similarly excellent agreement with the percentage error at less than 0.25%. Meanwhile, the explicit formulas consumed less CPU time than the NIE method. It is clear that the explicit formulas are a good alternative in real applications. 相似文献

During imminent threat crises, such as natural disasters, publics have minutes to decide how to respond after receiving a warning. This study advances understanding of publics’ crisis communicative and noncommunicative behaviors in the context of tornadoes through combining and extending two theories: the social-mediated crisis communication (SMCC) model and the situational theory of problem solving (STOPS). Findings from a survey of Southeast U.S. residents (n = 1,585) indicate that STOPS is internally consistent and accurate at measuring its intended outcomes of communicative action in problem solving. However, the STOPS measures do not have a significant relationship with the desirable outcome for imminent threat crisis communication: individuals following government’s protective action guidance about tornadoes. In comparison, the expanded SMCC model predicts individuals’ self-reported compliance. Finally, variables from the SMCC model and tornado-specific variables were integrated into the STOPS model to explain individuals’ communicative engagement. Post-crisis policy making increasingly focuses on doing business reforms. We argue that the effects of those reforms will be different across countries. To understand the reasons for the reform outcome divergence, we advance a novel firm-size distribution (FSDs) argument. At the center of the argument is the fact that FSDs are different across countries and stable over time. Then, if a given doing business reform induces firms of different size to grow differently, this will produce a variety of reform outcomes across countries. To advance the argument, we set up a tractable general equilibrium (GE) model and study how firms of different size grow after a doing business reform. The model predicts that larger firms will grow faster than smaller firms after the reform. The model predictions are tested on the Enterprise Surveys (ES) data, merged with the Doing Business indicators. We confirm that firms of different size grow differently after a Doing Business reform. Thus, based on the notable differences of firm size distributions across countries, identical reforms to start, operate and close a business will produce a variety of reform outcomes across countries. 相似文献

This study provides a unique perspective in the field of cross-cultural management by exploring the relationship between “cultural dissonance”—the gap between cultural values and actual practice—and effective leadership attributes in the Middle East and North Africa (MENA) region. Incorporating cultural dissonance into implicit leadership theory, the study uses measurements of dissonance on nine cultural dimensions to identify particular leadership preferences in seven MENA countries. The overall findings suggest that societies prefer leaders who counterbalance cultural dissonance by allowing space for negotiations by members of society to reduce disparities between cultural values—“the way things should be”—and actual practices—“the way things are.” The greater the disparity between cultural values and practices, the greater the citizens' desire that leaders act as agents of change by creating space for negotiation. 相似文献
